SAP Information Steward is a Master Data Governance tool from SAP helps to implement the following solutions:

- Data Quality Assessment

- Data Quality Monitoring

- Metadata Management (Impact & Lineage Analysis)

- Data Governance

For your requirement, i suggest you go with SAP Enterprise Content Management solution, which is a part of SAP EIM. You have to use Data Archiving solution for your requirement. Regarding this, for more information, check under SAP EIM - ECM and/ or ILM.
