Hi Venkat,
Have you checked in CMC whether the Data Services Job Server for Information steward in available or not? If it is not available go to Job services server manager, create new job server by using existing job server credentials which is created for IS, log off CMC and login and check the Job server in CMC. Then try to create the connection.
